"This article shall become effective on September 15, 2020 and shall remain effective during the period beginning September 15, 2020 and ending October 31, 2021. This article shall not be applicable to projects on existing unconnected lots for which a Special Permit, Site Plan Approval, Determination of Applicability pursuant to Section 195- 119(B)(1) of the Chelmsford Zoning Bylaws, that has been granted or applied for on or before September 15, 2020, or to an unconnected single or two-family lot legally created prior to September 15, 2020 (but shall apply to unconnected commercially or industrially zoned lots, except as set forth herein). "
