2020 Spring Town Meeting Finance Committee Warrant Book




         I, Jon H. Kurland, Moderator for the Town of Chelmsford,  after consulting with the Chelmsford Select Board, the Town Manager and the Director of the Department of Public Health, Susan Rosa, and pursuant to the provisions of Massachusetts General Laws, Chapter 39, Section 10A(a) as well as any emergency legislation and any emergency decrees from the Governor of the Commonwealth of Massachusetts due to the Coronavirus-19 pandemic hereby Declare that the Chelmsford Spring Town Meeting, originally scheduled for April 27, then continued to June 22, 2020 at 7:30 p.m. at the Chelmsford Senior Center, 75 Groton Road, North Chelmsford, Massachusetts 01863 have determined that the Coronavirus-19 poses a serious health risk to the Chelmsford Town Representatives, Town officials as well as those in attendance and the community at large unless social distancing and other precautions are implemented.  The Senior Center does not have the requisite space to allow for social distancing.

         Therefore, in light of the above, I declare that the above referenced Town Meeting is recessed until Monday, June 22, 2020 at the Chelmsford High School Gymnasium, 220 Richardson Road, North Chelmsford, Massachusetts 01863 at 7:30 p.m.

         It is my intention to provide the safest forum possible for all who attend and everyone should arrive early to allow for sufficient time for check in and social distancing.  Therefore there shall be high speed non-contact digital thermometers available to ensure that no one has a fever.  If someone has a fever of 100.3° or more, for the welfare of that person and everyone else, that person will not be admitted.  Attached hereto is the form that Town employees sign every day they go to work. You are not required to bring or sign this form but if you fall into one of these three categories, you should not attend.  Six foot social distancing shall be required and all attendees shall wear face masks. Anyone using the microphones should not touch the microphones.  Disinfectant wipes and hand sanitizers shall be available.  If anyone wants to bring food or beverages, they should bring their own since none will be sold. Food and beverages should not be shared. I shall do everything I can, and the Town Manager has been helpful in this regard, to make every effort to complete Spring Town Meeting in one night.  As always, this meeting shall be telecast live by Chelmsford Telemedia on local cable television and via the internet.  Your assistance in this regard is appreciated.
