A municipal lien certificate is a legal document that lists all taxes and assessments due on a parcel. These documents are usually requested by law offices in preparation of a refinance or sale of real property. Each request should include a property description, parcel number, and self-addressed, stamped envelope.
The fee for a municipal lien certificate (MLC) is:
Commercial/ Industrial: $150

If a particular property includes more than one parcel of land, a certificate must be ordered for each parcel. The certificates are usually prepared within 2 -3 business days depending on the volume of requests received and peak collection times in the Collector’s Office. Sewer utility charges are not included on the MLC. Contact the Dept. of Public Works Sewer Division Office at (978) 250 -5233 to determine whether outstanding Sewer utility charges are due.
Water utility charges are not included on the MLC. In the Town of Chelmsford, water is provided and billed for by three independent Water Districts. Please contact the appropriate District office to determine whether outstanding water utility charges are due.
